<br />MINUTES OF THE SAVAGE CITY COUNCIL MEETING <br />City of Savage Council Chambers <br />Monday, July 6, 2020 – 7:00 p.m. <br /> <br />1. CALL TO ORDER/ROLL CALL/PLEDGE OF ALLEGIANCE <br /> Mayor Williams called the meeting to order at 7:00 p.m. <br /> <br />Present: Mayor Janet Williams, Councilmember’s Gene Abbott, Bob Coughlen, Matt Johnson and <br />Christine Kelly. <br /> <br />Absent: None <br /> <br />Staff Present: Brad Larson, City Administrator; Julie Stahl, Finance Director; Seng Thongvanh, City <br />Engineer; Rodney Seurer, Chief of Police; Andrew Slama, Fire Chief; Emily Gunderson, <br />Communications Manager; Dan Gregerson, City Attorney; and Lisa Shadick, City Clerk. <br /> <br />2. PRESENTATIONS, PROCLAMATIONS, AWARDS, SUGGESTIONS, PETITIONS, COMPLAINTS AND <br />UNSCHEDULED MATTERS – FROM COUNCIL MEMBERS AND CITIZENS <br /> <br />A. Recognition of Public Safety Employees of the Year. <br /> <br />Chief Seurer presented background information and recognized officer of the year Detective Lee Smith. <br />Chief Slama presented background information and recognized firefighter of the year John Meyer. <br /> <br />3. ADDITIONS, MODIFICATIONS AND APPROVAL OF THE AGENDA <br /> <br />Administrator Larson pulled item 7B from the agenda. <br /> <br />Motion by Johnson, seconded by Abbott, to approve the agenda as amended. <br />Motion carried 5-0. <br /> <br />4. MINUTES <br />A. Approve minutes of the regular City Council meeting of June 15, 2020. <br /> <br />Motion by Coughlen, seconded by Johnson, to approve the minutes of the regular City <br />Council meeting of June 15, 2020, as written. Motion carried 5-0. <br /> <br />5. PUBLIC HEARINGS <br /> <br />A. Hold a public hearing and consider a resolution establishing Tax Increment Financing (Housing) <br /> District No. 13 within the Savage Master Development District and Approving the Tax Increment <br /> Financing Plan therefor. <br /> <br />Administrator Larson explained the developer is requesting the public hearing be continued to August 17, <br />2020. <br /> <br />Mayor Williams opened the public hearing at 7:10 p.m. <br /> <br /> Motion by Kelly, seconded by Johnson to continue the public hearing to August 17, 2020. <br /> Motion carried, 5-0. <br /> <br />6. CONSENT AGENDA <br /> <br /> Motion by Coughlen, seconded by Abbott, to approve the Consent Agenda, as presented. <br /> Motion carried 5-0. <br /> <br />A. Personnel <br />1. Approved the resignation of Molly Gleason, Police Records Specialist effective June 26, <br />2020. <br />B. Engineering/Utilities
