CHAPTER 121: RESIDENTIAL RENTAL PROPERTY <br /> Section <br /> 121.01 Purpose <br /> 121.02 Definitions <br /> 121.03 Applicability and Scope <br /> 121.04 Rental Manager Required <br /> 121.05 Registration <br /> 121.06 Minnesota Crime Free Multi-Housing Program <br /> 121.07 Violation <br /> § 121.01 PURPOSE. <br /> The purpose of this section is to protect the public health, safety and welfare of the <br /> community at large, and the residents of residential rental properties in the City of Savage. It is <br /> also to ensure that rental housing in the City is decent, safe and sanitary, and is operated and <br /> maintained as not to become a nuisance to the neighborhood or an influence that fosters blight <br /> and deterioration, or does not create a disincentive to reinvest in the community. The operation <br /> of residential rental properties is a business enterprise that entails responsibilities. Owners and <br /> operators are responsible for taking such reasonable steps as are necessary to ensure that the <br /> residents of the City who occupy such rental properties may pursue the quiet environment of the <br /> normal activities of life in their surroundings that are safe, secure and sanitary; free from noise, <br /> nuisances; and free from conditions that endanger the health or safety of persons, and the <br /> security of the property. <br /> (Ord. 762,passed 11-16-2015) <br /> § 121.02 DEFINITIONS. <br /> For the purposes of this Chapter, the following definitions shall apply unless the context <br /> clearly indicates or requires a different meaning: <br /> APARTMENT BUILDING. A building containing multiple dwelling units in a stacked <br /> configuration, having common walls, floors, and/or ceilings. <br /> APPLICANT. A person completing the registration form prescribed by this Chapter. <br /> DWELLING UNIT. One or more rooms physically arranged so as to create a sleeping <br /> place or an independent housekeeping unit for one or more occupants. <br /> LODGING HOUSE. A building, structure, enclosure, or any part thereof used as, <br /> maintained as, advertised as, or held out to be a place where dwelling units are furnished to the <br /> public as regular roomers, for periods of one week or more. <br /> Page 1 of 5 <br />
